From diagram A the major functions of the

members of the staff will be apparent in relation to the

Mercantile Marine Department Board of Trade constitution, but the onus of performing the executive work of 6 heads of departments of the Board of Trade falls heavily on the

Government Marine Surveyor in Hong Kong.

In view of the large amount of information

submitted it may be considered desirable to have the table and diagram more fully explained and we would appreciate an

opportunity of so doing.
